Support BMP monitoring within the Central Appalachian CBA

Who is doing the monitoring? How are they monitoring? What is the monitoring criteria? Who creates that criteria? What is the system for disagreeing with the results of that monitoring?
Monitoring of BMPs is absolutely essential to ensuring that correct measures are taking place to ensure protections of water quality and soil impacts. Currently a lot of monitoring is already being done under existing due diligence efforts that can be integrated into a certificate holders' potential risk mitigation plan. However, as the previous poster asks, what is the system for monitoring?
